We’re accepting applications for the position of Commissioning Project Manager. The purpose of this position will be to manage the commissioning team and demonstrate operability and reliability of the plant to ensure project deliverables are compliant with user requirement specification (URS) and the design and control philosophy. This will include supervising commissioning operations, harmonising the interface and integration of systems, driving all commissioning and optimisation of the plant, and other functions.
Duties and Responsibilities:
- Supervising the delivery of commissioning operations and outputs for the unit
- Managing and harmonising the interface and integration of systems, disciplines and plant
- Managing and driving all commissioning and optimisation of the plant to ensure proof of operability and reliability prior to and after commissioning
- Managing and resolving commissioning plant risks and conducting incident investigations
- Managing team performance and developing skills, knowledge and capabilities
- Managing communication and relationships with key stakeholders
- Managing compliance with site-related governance and Safety, Health, Environment, Risk and Quality requirements
- Providing a commissioning and advisory service to the Project Team
- Setting targets for commissioning various items of plant in consultation with the Project Planning Team
- Developing project commissioning plans and measuring and reporting on activities against these plans
- Reviewing and authorising commissioning programmes, commissioning work instructions and commissioning procedures
- Evaluating commissioning tasks and allocating staff, equipment and other resources in a timely manner
- Identifying, managing and addressing potential commissioning, project and contract risks and consequences of non-conformance to procedures and instructions
- Compiling and approving commissioning technical reports
- Ensuring conformance to commissioning practices in line with standards, procedures and relevant legislation
- Determining upcoming activities to highlight and co-ordinating and delegating the required commissioning activities
- Managing and resolving required contractor access for commissioning and common resource utilisation
- Supervising and reporting on optimal collaboration of the commissioning programme sequence to achieve the integrated baseline schedule
- Developing system integration plans to manage and resolve potential commissioning interfaces and integration conflicts
- Supervising the integration of all plant-related isolations in preparation for permit to work and ensuring major project milestone dates are met
- Planning, conducting and reporting on commissioning tests and co-ordinating safe commissioning of units and systems
- Developing a commissioning scope of work with inputs from relevant departments
- Aligning the commissioning programme to the production plan
- Determining milestones for critical activities in accordance with the master plan
- Influencing plant commissioning procedures and process flows detailed to activity level
- Implementing and reporting on the commissioning plan
- Communicating and monitoring compliance with all commissioning procedures and ensuring that the plant conforms to set standards when commissioned while identifying and managing non-conformances
- Initiating and reporting on process simulation and conditional testing
- Reviewing and reporting on the achievement of milestones in collaboration with Key Role Players
- Initiating, planning and conducting technical and quality incident investigations and analyses related to commissioning
- Reviewing and producing comprehensive reports for plant occurrences and investigations
- Conducting technical risk assessments and recommending appropriate treatment action plans
- Approving fault finding methods and plant simulation requirements to reconstruct plant occurrences
- Identifying, managing and reporting on the treatment of commissioning risks and non-conformances by influencing Contractor activities to ensure compliance with project requirements
- Managing and reporting on risk treatment plans with Principal Contractors and engaging in claims avoidance actions
- Leading knowledge transfer and skills development in the Department through mentoring and coaching
- Determining and agreeing on performance management standards and Individual Development Plans for the team
- Capturing knowledge and lessons learnt to optimise operations
- Managing the efforts of the internal and external team on common project goals and promoting open communication and harmonisation
- Liaising with Project Disciplines, System Engineers, Contractors and the Client Office throughout the commissioning process
- Consulting and communicating with respective Technical Disciplines and Key Receivers on matters and issues related to the commissioning programme and plant
- Liaising and communicating with internal and external stakeholders to deliver the commissioning effort
- Monitoring progress and communicating issues or deviations to relevant stakeholders and providing solutions
- Ensuring compliance with governance related to processes, procedures and systems
- Ensuring compliance with statutory requirements
- Ensuring compliance with Safety, Health, Environment, Risk and Quality processes and training requirements
- Developing appropriate quality and safety work instructions, procedures and processes in collaboration with Functional and Technical Teams
- Developing and managing tests and commissioning programmes
- Implementing safety standards and quality control systems
- Ensuring quality checks are conducted on work performed by Contractors during commissioning
- Managing commissioning documentation in terms of standards, accuracy and comprehensiveness throughout the entire commissioning process
Minimum Requirements:
- Bachelor’s Degree in Built Environment, Commerce or Human Sciences (NQF7)
- At least 5 to 8 years experience in construction project management and engineering
- Strong leadership and problem solving skills
