Finance and Governance Manager

We’re accepting applications for the role of Finance and Governance Manager. The role of Financial and Governance Manager provides the business with a highly professional strategic financial service inclusive of accurate and timely financial reporting and business analysis, detailed forecasting as well as support financial modelling to inform commercial decisions. Additional duties will include preparing the budget and forecasting in for approval and will be responsible for measuring and reporting performance against targets and forecasts. The Manager also provides financial insight into business models and is responsible for all financial controls, contract management, facility management and the management of organizational compliance through support structures including maintaining good governance, statutory, OHS, accreditation and Employment Equity compliance and skills reporting.

Duties and Responsibilities:

  • Designing, recommending and facilitating the annual budgeting process
  • Continuously reviewing budgets and comparing with previous year performance to identify key areas of concern, allowing accurate budgeting and informing corrective actions where financial issues are identified
  • Reviewing, designing and monitoring financial controls to ensure that financial policies are adhered to across all levels of the business
  • Working with all levels of the organisation to ensure a high level of financial acumen and strategic thinking in decision-making
  • Maintaining all balance sheet schedules and reconciliations
  • Managing and controlling client-related funds, including stipend control
  • Ensuring that all policies and procedures dealing with learner stipends, client refunds and contract adjustments operate effectively and minimise errors
  • Reviewing financial performance and reporting by exception
  • Managing company credit cards and petty cash
  • Ensuring that financial systems and controls are fit for purpose, sustainable and that users have appropriate access rights, in consultation with the Chief Financial Officer (CFO)
  • Recommending and implementing improved financial governance by ensuring organisational policies are current and followed
  • Designing and modelling commercially sound matrices around products and projects, ensuring alignment with teams and financial health before project approval
  • Preparing and reviewing year-end accounts, liaising with external auditors and assisting with the year-end audit process
  • Collaborating with the CFO and relevant Executives on finance initiatives and process improvements
  • Supporting the implementation of new financial systems and ensuring finance due diligence is conducted appropriately
  • Supporting complex organisational change processes as required
  • Reviewing accounting processes performed by the Shared Services team to ensure accurate, complete and relevant accounting of all transactions
  • Preparing monthly management accounts within agreed timeframes, including balance sheet reconciliations and variance commentary
  • Providing accurate and timely financial reporting, including margin and departmental reports
  • Analysing processing and procedural requirements and recommending standardisation where necessary
  • Ensuring all business transactions comply with relevant accounting standards and provide information for informed management decisions
  • Ensuring financial reporting enables fair and accurate measurement, assessment and incentivisation of departments as approved by management
  • Ensuring all transactions are accurately allocated to produce meaningful, complete and compliant information for management and legislative purposes
  • Assessing, identifying and implementing revenue recognition principles and processes
  • Reviewing and releasing bank payments within approved limits
  • Checking payment batches and confirming releases by the CFO where authorised according to mandates
  • Ensuring payment batches are processed efficiently and fraud risks are mitigated
  • Reviewing stipend batches before month-end to ensure all stipends are duly authorised and valid
  • Managing and assessing the cash flow needs of the business
  • Maintaining and managing all cash flow and capital expenditure requirements, ensuring sustainability and proper approval of capital spending
  • Arranging financing when necessary
  • Co-ordinating annual audits, independent reviews and compilation engagements of annual financial statements (International Financial Reporting Standards for Small and Medium-sized Entities (IFRS for SME))
  • Preparing annual financial statements within six months after year-end and official management accounts when required for financing or other purposes
  • Drafting, reviewing, maintaining and developing financial management policies and procedures to ensure accuracy, completeness, validity and compliance with legislation, mitigating the risk of fraud and error
  • Managing all contracts, including supplier agreements, independent contractor agreements, lease agreements and asset management
  • Ensuring all contracting is compliant and financially sound
  • Ensuring project contracts and service-level agreements (SLAs) are in place where required
  • Engaging and negotiating with suppliers, landlords, independent contractors and customers regarding financial matters
  • Monitoring and tracking business compliance in co-operation with Shared Services responsible for the following functions:
  • Managing and reporting on Broad-Based Black Economic Empowerment (B-BBEE) compliance
  • Managing and reporting on Employment Equity compliance
  • Managing and reporting on Skills Development compliance
  • Managing and reporting on Sector Education and Training Authority (SETA) and Quality Council for Trades and Occupations (QCTO) compliance
  • Monitoring Facilitator compliance
  • Managing and reporting on Occupational Health and Safety (OHS) compliance
  • Managing and reporting on South African Revenue Service (SARS) compliance
  • Preparing submissions for all tender and grant applications

Minimum Requirements:

  • Degree in Accounting
  • Completed SAICA, ACCA or equivalent articles will be advantageous
  • Strong Office skills and advanced Excel skills
  • At least 10 years working experience in financial management
  • Thorough working knowledge of accounting practices and standards
  • Excellent interpersonal and communication skills
  • Bookkeeping and accounting standards (IFRS and IFRS for SME’s) knowledge
  • Excellent organisational skills, with experience of planning own workload to meet deadlines
  • Experience of producing accurate and reliable work in a busy, pressurized environment
  • Appreciation of the need for tact and diplomacy as appropriate
  • Display absolute honesty and maintains unquestionable ethical standards
  • Highly numerate and display expert abilities in general accounting bookkeeping practices
